NOTHING NEW UNDER THE SUN (ALMOST)

1st August, 1975 : Two years of negotiations between the West and the Soviet Bloc reached a climax in Helsinki today, with the leaders of 35 countries, plus the US and Canada, signing the final pact on security and cooperation. The 30,000-word pact recognises Europe’s pose-war boundaries and, by implication, Moscow’s hegemony in Eastern Europe. In return, the West has secured from the Soviet leader, Leonid Brezhnev, a pledge to uphold human rights and the free movement of people and ideas across frontiers.
