27th December, 1904 : Czar Nicholas II pledged himself to improve the conditions of the population, particularly the peasants, but warned that law and order would be maintained. The Czar’s decree, addressed to the Senate, follows months of unrest and increasing demands for major reforms of the Government as well as an end to the war with Japan. The Government has been especially concerned by serious rioting involving university students, including a large number of women, in the centre of S Petersburg a fortnight ago.
