4th January, 1962 : President Kennedy today announced new measures to shore up the Government of South Vietnam, which is increasingly under attack by Communist guerrillas controlled by North Vietnam. Already substantial military aid is in the pipeline to Saigon and two new regular US Army divisions are to be formed in order, said the President, “to demonstrate in unmistakable terms our determination to resist Communist aggression”. To complement this military aid, the US is also backing a “broad economic and social” programme to raise living standards in Vietnam, whose infrastructure suffered badly during the Japanese occupation of World War II and subsequent revolt against the French.
